Present at the meeting were Tammy Wilhoit, Steve Wilhoit, Reyna Jackson, Daniel Craig, Lynn Fledderman, Rachel Runge, Bill Roberts, Holley Rose, Chris Kuhn, and Tony Wood.

Motion to waive the reading and adopt the pre-read minutes. Holley 1st, Bill 2nd

Open the public hearing for the 2023 Budget. No one had questions. The 2nd public hearing will be held on September 20, 2022 at 7:00 p.m.

Public hearing was closed.

Old business:

Paula Flint’s burned trailer has been removed.

Trash quotes were opened:

Rumpke’s quote was as follows - twice a week service
January 1, 2023 through December 31, 2023 $16.50 per unit per month
January 1, 2024 through December 31, 2024 $17.18 per unit per month
January 1, 2025 through December 31, 2025 $17.85 per unit per month

Alternate quote - one day a week service
January 1, 2023 through December 31, 2023 $13.50 per unit per month
January 1, 2024 through December 31, 2024 $14.04 per unit per month
January 1, 2025 through December 31, 2025 $14.60 per unit per month

Commonwealth Engineers – Project Update Memo:

Water Improvements Project –

  • OCRA will announce awards on August 24, 2022.

CCG 2021-2 (2022) Update –

  • All piping and structures on west side of 421 are complete
  • 90% of the concrete curb and tie-ins on west side of 421 are complete
  • Wall forms for Koger property are up.
  • Saw cutting on Schuerman Street and Morris Street are done.
  • Still to complete will be the remaining curb west of 421, pouring Koger wall, asphalt road repair west of 421, and all work east of 421.

Commonwealth's Rachel Runge discussed an asset management plan. Any water or wastewater utility wanting to seek funding for projects will go through the Indiana Finance Authority. In order to apply to the IFA, you are required to put together an asset management plan. Commonwealth can write it up and give an analysis that can then be given to the rate consultant. This is long term planning to help assist with budgeting. In the future, if we decide to expand capacity, the asset management plan is a requirement of IDEM. An asset management plan is like a living document or living plan. You continually update it as the plan changes. If the asset management plant is in place, we can get federal grant money. We will wait on OCRA’s decision on the current water project before doing anything, Rachel said this is something to consider.

2022 Community Crossing Project claims:

Commonwealth Engineers - $17,438.69 for Resident Project Representative.

All Star Paving – Pay Application #3 for $108,867.87 with retainage of $5,729.89

Ripley County Area Plan commission will hold a public hearing on October 4, 2022 at 7:00 p.m. at the meeting room of the Ripley County Courthouse Annex on a proposed amendment to the Zoning Ordinance of Ripley County, Indiana. Rezone from I-1 Industrial to R-1 Residential at 902 Tanglewood Road. Interested parties can submit suggestions or objections in writing or verbally.

The Town has received multiple complaints about a vehicle on jack stands across from BP. Officer Craig talked to them. Council wants the repairs done this week or get it towed.

Police Department - Daniel reported all was good.

Water Department - Tony Wood stated that the requirements are getting more and more. He has completed the water loss audit and Commonwealth has certified it. There are ways to monitor water that is being flushed and it can be calculated. There are meters that need to be replaced, Napoleon Water, Trailer park, and Case Makes. These meters will be purchased to tighten up the system and process, due to lost revenue. Tony gave a rough capital project to the rate consultant. Rising Sun gave a grant for $17,425 for instrumentation at the water plant. We have backup controllers and chlorine analyzers, the grant report needs to be completed. We also received grants for a tapping tool system - $1500. Compliance wise, the water is in good shape. There are 2 fire hydrants to repair from garbage trucks.

Sewer Department - Tony Wood stated they will be getting fertilizer out. The generator is finished at the Town Hall and EMA has it on their inventory. Trailer park guy has contacted him and they are working on the roads. Roots have been causing sewer backups. A lighting strike on July 6th has caused multiple things to be damaged. An insurance claim has been filed. They’ve also spoken to Randy Frye about the Water Project.

Reyna Jackson wanted to see what going on with the Fireworks Store and Hometown Auto. There are 7 vehicles parked at the Fireworks store again and Hometown Auto is no better. They are also working on vehicles at 7:00, 8:00, 9:00 at night and the residents hear pounding all hours of the night. Lynn Fledderman stated that we have file a lawsuit and it is now in the court system. Lynn stated that is all we can tell you because that is the only information that is public record. Reyna also stated that Wilson Street and her driveway have been blocked from construction. Council stated that concrete should be done this week and blacktop crew should be coming in.
