Town of Osgood Minutes
Regular Meeting
Tuesday, May 17, 2022
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Chris Kuhn, Lynn Fledderman, Holley Rose, Will Wallace, Reyna Jackson, Carla Moore, and Dale Gick.

Motion to waive the reading and adopt the pre-read minutes. Holley 1st, Chris 2nd

Old business:
(a.) Ordinance 2022-1: An Ordinance Amending §32.22 (C) Bereavement Leave. The Town desires to amend said ordinance to allow bereavement leave for the child of a sister or brother of an employee.
Motion to proceed under the suspension of the rules. Holley 1st, Chris 2nd

Ordinance 2022-1 has been so duly passed.
(b.) Ordinance 2022-2: An Ordinance Amending Ordinance 2003-9. The Town desires to amend the ordinance to adjust for the increased cost of performing services as the ordinance has not been amended since 2003.

(c.) Policies for storage sheds, more strenuous rules concerning the permitting, number, and use of on town lots? Lynn stated that this falls under the Ripley County ordinances and she cannot think of anything outside of what is already there.
(d.) Can the Town have more control over mobile homes in the Town limits? This is also regulated under county ordinance. Anything that’s building and zoning is enforced under the county ordinance. Lynn said to get with the county for specific issues. Case law was passed on what can be done under home rule.
Commonwealth Engineers: Dale Gick gave a project update memo.
2021 - Round 2 Community Crossings Project:
INDOT appropriated the grant dollars to the Town.
All Star Paving mobilized to the site at the end of April.
Commonwealth has been reviewing submittals.
All Star Paving started potholing for existing utilities.
All Star staked the roads on the west side of Buckeye to install pipe.
Coordinated with Osgood and Duke Energy on last outstanding easement.
Water Improvements Project:
Reapplying to OCRA.
Ripley County Commissioners pledged $70,000 to be used as a local match to raise Osgood’s score on the application.
Grant application is due June 30th and awarded mid-August.
OCRA has site meeting schedule for 5/26/22 at 2:00
Upcoming Street Improvement Projects:
Commonwealth is working on a memo to help Osgood and Reynolds understand the timeline associated with CCMG grants and why it would be beneficial to begin engineering services earlier in the process.
Lynn Fledderman left the meeting.
2022 Community Crossing Project claims:
Commonwealth Engineers - $13,638.84 construction/commissioning and RPR.

Motion to hire Nathan Laswell retroactive to May 9th and Alexandrea Eckstein retroactive to May 16th for the Water/Wastewater position.

Police Department - Will Wallace stated they had 75 calls. A citizen approached him about engine brakes and asked why the town doesn't have an ordinance? Will stated it wouldn’t be difficult to enforce, everyone knows what engine brakes sound like. Clerk-Treasurer will contact Lynn about an ordinance.
Carla Moore was present and asked about the status of Osgood Volunteer Fire Department. She wanted to make it clear that she was not there to criticize, but wanted to know if we had enough members. Many of her family members have previously been on the fire department and she is concerned about the ability to respond to calls. She had heard that the membership was so low that Osgood has had to rely on neighboring departments to respond to calls. The Town needs a thriving department. Can Council do anything concerning this issue? Lynn will look into this matter.
Reyna Jackson was present and wanted to know what was going on with Hometown Auto. Chris Kuhn explained that it is in the process and that nothing else could be discussed on the matter. Reyna stated that there are 6 vehicles on the Hamon property. Hometown Auto has placed 3 vehicles on the Lothridge property, with no license plates. She stated that all Hometown is doing is taking them from his lot and putting them on someone else’s. She also stated that there is parking behind the new REMC building, which she was told there would not be any. Chris Kuhn stated that he would look at it.
